Associate General Counsel
Heidi Berger joined Duke’s Office of Counsel in July 2021 and advises Duke University and Duke University Health System (DUHS) on a variety of legal issues, including health care regulations, physician employment, billing and collections, ACO issues, and general contract matters. Ms. Berger serves as the contact point in the Office of Counsel for Duke Regional Hospital and Duke Raleigh Hospital and Duke’s Patient Revenue Management Organization (PRMO).
During the seventeen years prior to joining Duke, Ms. Berger served as Deputy General Counsel to a public multi-hospital healthcare system and Level II trauma center in Southeastern NC, and as Legal Counsel to a private nonprofit hospital affiliated with a public academic medical center with multiple facilities and physician practices in and around the Triangle, as well as General Counsel to a private nonprofit organization that served children with learning differences and their educators.
Before moving in-house, Ms. Berger was in private practice with prominent international law firms in Raleigh and New York City, counseling on various issues including healthcare transactions and compliance, mergers and acquisitions, securities and bond financing, licensing and technology, corporate governance and commercial contracts.
Ms. Berger received her law degree from Harvard Law School in 1999 and her undergraduate degree in Political Science and Criminal Justice from Rutgers University in 1995. She is licensed to practice law in both New York and North Carolina.
